Born, August 23rd, 1846, at Quebec City, P.Q. of French Canadian ancestry. Son of Isaac Bertrand, and his wife, Elizabeth Kennedy, both residents of that place. Father of French, mother of Irish nationality.
Educated at The Seminary, Quebec City.
Located at Edmundston, N.B. in 1860, and engaged in business as a general merchant. Collector of Customs for the Port of Edmundston, 1865 – 1867. Preventative Officer, 1869. Removed to Fort Kent, Me. for a few years, but later returned to Edmundston, and continued the mercantile business.
Married, 1880, to Miss Catherine Hartt, daughter of John Hartt, Esq., and his wife, ___ia Costigan, and a niece of the Hon. John Costigan (q.v.). By this marriage there was a family of ___.
First elected to the House of Assembly of N.B., as one of the members for Madawaska County, at the G.E. of October 16th, 1895, and sat that Parliament until its dissolution in 1899. At the G.E. of Feb., 1899, he was defeated, and subsequently retired from active politics.
He was subsequently employed by the Dominion Civil Service.
He died, April 8th, 1926, at Edmundston, N.B. Buried in the Roman Catholic Cemetery, Edmundston, N.B. Aged 79 years. Survived by —–
